It's shorthand for Agricultural Quarantine Inspection. A program, administered by USDA Animal and Plant Health Inspection Service, which inspects incoming passengers, baggage and goods at ports of entry to the United States in order to protect the United States animal agriculture abroad and plant pests and diseases.
