Is there a legal difference in these terms when translating "rebate" into Spanish?

I don’t know what you mean by “legal” difference, but I will assume that by “rebate” you mean a customer will get, at a later time, part or all of the money they paid for a product, in this case reembolso is the correct term. Rebaja and descuento are a cut and a discount, which is not the same as a rebate.
